手语观摩赛 黄汉伟：手语表达更易了解佛曲意义

（槟城23日讯）手语，是聋哑群体使用的沟通语言，也是小佛陀们的另一种传达佛爱方式！

这由槟城庆祝卫塞节委员会青年组主办，槟城庆祝卫塞节委员会主催的全槟佛教手语观摩赛，周六在佛总举行，小学组有3队，公开组则有8队。

优胜奖队伍包括三慧讲堂周日义校Ｂ队、小彼安、三慧讲堂周日义校Ａ队、三慧讲堂周日义校、慧音社青年佛学研修组、槟城佛学周日学校、佛义校友会和彼岸晨钟。优胜奖队伍获得评审们的称赞，指表演的手语很柔、非常适合歌曲，且很有创意。

黄汉伟：手语敲响无声世界

槟州行政议员黄汉伟致词时说，手语是聋哑群体们所使用的语言，通过手势、动作、表情和空间位置来表达意思。对于一直生活在无声世界的人而言，手语是用来打开无声世界大门的钥匙。

“除了与人沟通，用手语表达佛曲也会使大众更容易了解佛曲中意义，激发更多年轻一代学习佛教的兴趣，推动民众对佛教文化的学习热情，用手语弘扬佛法。”

他说，他身为政治人物，将会在执权范围内做出符合佛法概念的政策改革如反贪污等，这是政治人物的修行。今年卫塞节主题是“正知正见，共建和谐”，他呼吁民众以慈善平等之心，友善共处，消除各族信仰之间的分歧。

会上，主席周熙良和槟城庆祝卫塞节委员会副总务林福森皆受邀致词。黄汉伟、周熙良、林福森和顾问黄嘉禾等人，一起为观摩赛主持开幕。

Showcase cheaper homes at fairs

PROPERTY developers have been told to showcase lower-priced homes at fairs and roadshows.

State Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai said more focus should be put on low-cost and low medium-cost projects at such events.

Saying there was a “misconception” that there was scarce affordable housing in Penang, Wong said low-cost and low medium-cost houses accounted for more than 27% of certificates of fitness (CFs) given out over the last two years.

“In 2008, 3,807 low-cost and low medium- cost houses were given CFs. This is 27.6% of the total 13,816 CFs for all categories given out that year,” he said.

“In 2009, 3,768 or 30.1% of the total 12,175 CFs went to low-cost and low medium-cost houses.”

“We have a wide range of property in Penang but normally property developers only showcase higher-valued property,” Wong told reporters after launching the IN Penang Property Fair 2010 at Queensbay Mall yesterday.

The fair is organised by MarketSource Sdn Bhd that publishes IN Penang, a popular free bi-monthly tourism magazine.

The fair is being held at Queensbay’s concourse from 10.30am to 10.30pm today and tomorrow.

It features housing projects involving condominiums, semi-detached villas and bungalows by six developers.

（檳城）檳島與威省市政局近兩年來，對檳州房產業發出的入伙證准逾1萬2000張，廉價屋及中低廉價屋佔30%，符合檳州大藍圖中產業發展的目標。


據統計，2008及2009年，兩地市政局分別發出1萬3816及1萬2175的入伙證准，包括各類的房屋，即廉價屋、中低廉價屋、公寓、組屋、排屋、別墅、商店及工廠等。

檳州房屋、城市及鄉村規劃委員會主席黃漢偉週五（5月7日）在皇后灣購物廣場舉行的房屋展銷會開幕致詞時，這麼說。出席者有墨和紙有限公司商業開發及通訊組主任莊雪芬。

鼓勵展出中低廉價房屋

他說，根據檳州發展大藍圖規定，檳州每年須興建1萬2000單位的各類房屋，因此過去2年來，檳州發出入伙准證數量超出目標。

他說，去年屬於中等收入者負擔得起的公寓單位，獲得入伙准證降至886單位，並不是這類房屋的放緩，而是這類房屋須分階段興建，它須3至4年的時間建成。

另外，他說，房屋展通過是展銷中高檔的房屋，可為公司帶來盈利，但是未來政府鼓勵發展商也同時展出廉價屋及中低廉價房屋，以方便低收入的公眾人士選購。

莊雪芬：打造檳成多元都市

莊雪芬表示，這間公司每年分發30萬張的IN-PENANG的房地產雜誌，旨在打造檳城成為一個集旅遊、投資、生活及醫藥等都市，其中為期4天的房屋展銷會，將展出各類房屋，讓投資者獲得房屋資訊及選購房屋。

Pakatan Rakyat has launched an aggressive new voter registration campaign with an eye on capturing Putrajaya in the next general election, speculated to be held in the first quarter of 2011.

voter registration campaign 110707 line upAt the Penang chapter of the campaign held last night at the Caring Society Complex, Pantai Jerejak (PKR) assemblyperson Sim Tze TSin said Pakatan is aiming at registering the ambitious figure of 10,000 people within the May 1-9 period.

"We are in a political movement and we want to capture Putrajaya, therefore it is important we register as many voters as possible so that they can join us and bring changes to this country," Sim told a crowd of 80 participants at the event .

"We know that without new people joining us, this movement will not be successful," he said, adding that the Pakatan will operate registration counters in 22 places around Penang, mostly in shopping malls and supermarkets.

Penang has the lowest number of unregistered voters: 211,410 out of 926,122 and 1.3mil nationwide.

Unregistered voters must register soon to qualify as voters in 2011 as the approval process for new voters would take between four to six months.

Benefits of automatic voting

Also present at the event was Pulau Tikus (DAP) assemblyperson Koay Teng Hai and PAS coordinator for the Bayan Baru women's wing Hasnah Hashim.

NONEMeanwhile, Sim criticised the Election Commission for not allowing citizens to vote automatically upon reaching 21.

"I want to stress that we can save all the effort, money, time and resources, if only the EC announces that automatically those above 21 can vote," he said.

"It is ridiculous that the EC is not responsive to the needs of the people, the government has placed all this hindrance in front of the voters," he added.

Air Itam (DAP) assemblyperson Wong Hon Wai said that the party had been conducting new voter registration aggressively in the past.

Wong, who is Penang executive member for Town and Country Planning and Housing added that it was a public duty to assist the EC in carrying out this activity.

"It should be the EC's job to spend all their resources on this exercise," said Wong.

"(But) we need to do this as there is a misconception among young voters who think they can automatically vote when they are 21 or above, but this is not the case," he added.

Tujuan lawatan saya ialah untuk mengumpul maklumat asas untuk melihat samada terdapat salah laku mana-mana pihak dan melindungi kepentingan penduduk yang telah membayar wang tersebut.


打枪埔公寓30单位被拍卖　黄汉伟：查购屋者款项去向

（槟城17日讯）打枪埔Villa Sri Melanti公寓30个单位被拍卖一事，槟州城市及乡村规划、房屋事务委员会主席黄汉伟，将向受影响业主收集购屋者资料呈交予报穷局和银行，以寻求解决方案，并追查购屋者已缴付的款项去向！

收集资料寻解决方案

黄汉伟说，目前阶段，其手上并没有任何居民的购屋资料，因此，他促请受影响的30个单位业主，即日起至下周五(23日)下午5时前，携带购屋资料，前往民主行动党阿逸布爹服务中心和阿依淡服务中心，协助资料收集。

他说，除非购屋者入禀法庭申请撤销拍卖或临时庭令，阻止拍卖的进行，否则银行所持有的拍卖庭令将一直生效。

他是周六与居民的对话会上，如是指出。出席者包括发展商董事吴茂发。

他指出，居民是在周二晚上11时向他求助，而他则于周三下午1时30分安排居民和报穷师、银行律师和银行代表会面，当时他也在场，然而出席人数却不理想。

为此，在周四早上，趁着拍卖会展开前的3小时，他再次安排购屋者与报穷师会面，但却没有人出席，直到拍卖进行时即发生购屋者举大字报抗议拍卖事件。

"我们会优先关注已缴付50%至付清购屋款项者所面对的问题。"

打枪埔Villa Sri Melanti公寓共有92个单位，然而其中的36个单位因为购屋者所缴付的款项没有拨入银行的房屋发展户头，导致房屋拥有权出现问题。

由于当中的6个单位已庭外和解，目前受影响的单位剩下30间。

大华银行是基于这项发展计划的发展商宣布破产后，仍未有收到购屋者的购屋款项，因此入禀法庭申请拍卖上述单位。

I have attended the cheque presentation ceremony to 7 Tamil Schools in the Island held at River Road (Tamil) school. I made a suggestion that we rotate the ceremony every year so that the assemblymen can have a first hand information on the infrastructure of the Tamil Schools in Penang.

So far, I only visited Azad (T) at Bagan Jermal, Rajaji (T) at Air Itam and River Road (T) at Sungai Pinang.

Install new stainless steel handle: Senior citizens friendly

I have initiated a small project to setup 1 set of stainless steel handle at the staircase near Tua Peh Kong, Air Itam. The senior citizens are happy as this is senior-citizens friendly.

Visit to Little Sister of the Poor - Home for the elderly

I visited Little Sister of the Poor, Air Itam on Sunday afternoon. Joining me are the JKKK from Air itam with a good multiracial representation. We delivered the RM100
ang pow (Penang State Governement Senior Citizens Appreciation Programme) to 47 senior citizens. We hosted a lunch and this in line with our spirit to care for the elderly, weak and infirm.

（檳城）檳州政府從上週六（4月3日）開始派發樂齡人士回饋金，亞依淡及亞逸布爹選區逾3600名（約90%）60歲以上老人已經前往亞依淡馬來亞銀行領取100令吉。


亞依淡區州議員黃漢偉說，兩個選區共有大約4000名樂齡人士進行了登記，其中超過3600人已經領取了他們的回饋金，這也意味著有關地區的回饋金領取率已經逾90%。

往同一銀行領回饋金

他說，亞依淡及亞逸布爹選區的樂齡人士都予同一家銀行領取回饋金，根據他向銀行獲得的數據顯示，在派發回饋金首日，共有2300人前往領取，次日則有900人，而在接下來的一週，每天都有70至90人到亞依淡馬來亞銀行領取回饋金。

黃漢偉是於週日（4月11日）前往峇都蘭樟巷安貧小姐妹會安老院（The Little Sister of the Poor）分發樂齡人士回饋金予老人時，如此說。

他說，安貧小姐妹會安老院是選區內唯一的老人院，早前院內共有47名樂齡人士進行了登記，因此他代表樂齡人士前往銀行領取回饋金後，親自前往移交予老人們。

黃漢偉與老人一同慶生

當天，除了派發100令吉的回饋金，黃漢偉也與樂齡人士共進午餐，並且與安老院內的老人一同慶生。

在分發回饋金之前，有一名老人也親自走到黃漢偉身邊，以表達他的謝意。

老人感謝黃漢偉親自到安老院，還派錢（回饋金）給他們，讓老人們都覺得非常高興和感恩。

一同出席的包括天德園鄉委會主席拉馬林甘、甘榜馬來由鄉委會副主席阿立芬、甘榜比桑鄉委會主席謝寶成、亞依淡服務隊成員李榮有等人。

I visited Fairy Height Apartment on 11 April 2010 and listened to the complaint by the Management Corporation and the residents on the exorbitant charge of water bill.
I will follow up with PBA on this issue. I also allocated from my constituency fund and handed over 6 large dustbins to the residents.

水費莫名飆高數千令吉‧仙境高原公寓居民喊不解

1 of 2（檳城）亞依淡仙境高原公寓管理層投訴，儘管水槽沒有漏水，公寓的水費卻莫名飆高到數千令吉，讓居民無辜承擔多余的水費，更讓管理層為了解決此問題而到處奔波，不過問題始終沒有辦法解決。


政林長來：水槽沒漏水

仙境高原公寓第138座管理層財政林長來說，管理層早前接獲了檳州水供機構的水費單，指公寓欠下了逾6000令吉的水費，不過公寓的144個單位中，每個單位都有各自的水表，而水槽也沒有出現漏水的現象，因此讓居民及管理層非常不解。

他說，公寓的水費向來非常低，有時甚至近乎“零”，但是從2002年開始，公寓曾有3次面對水費逾千令吉的問題，甚至有一次高達2萬多令吉，讓居民百思不解。

他說，這個現象將會造成居民的負擔，因為羊毛出在羊身上，所有的欠款最終需要由居民來負擔，因此他希望亞依淡區州議員黃漢偉能夠協助居民，一勞永逸地解決此問題。

指換水表是治標不治本

他說，去年9月檳州供水機構也更換了一個新的水表給該公寓，然而在更換後問題還是不能得到妥善的解決，因此他希望此機構不要只是更換水表，因為這是治標不治本的做法。

他也對檳州供水機構的處事方式感到不滿，因為此機構在每次出現水費飆高時，就會將問題怪罪予漏水，而非真正尋找問題的根源。

他認為，如果是因為居民本身的疏忽，他們願意繳付6000餘令吉的欠款，但是目前問題並不是處在居民身上，因此希望檳州水供機構能夠儘早處理他們的問題，並找出問題的根源。

董偉吉：將水槽交檳水供機構

仙境高原公寓第137座管理層主席董偉吉說，能夠一勞永逸解決水費飆高的問題，就是將公寓水槽交回給檳州水供機構。因此管理層將會要求黃漢偉協助，進行有關程序。

他說，根據過去的慣例，一旦獲得了入伙准證，所有的基本設施就應當歸還給相關的單位，但是當年因為發展商的手續上出現問題，因此導致公寓水槽至今仍由管理層的管轄之下。

黃漢偉：續跟進公寓水費問題

黃漢偉呼吁所有組屋及公寓關注水費，因為水費無故飆高是不尋常的，若發現水槽出現漏水的情況，必須要儘快搶修，否則也必須找出問題的根源，而他也將會繼續跟進仙境高原的水費問題。

他說，目前他也正著手處理峇東埔一組屋類似的問題，而檳州供水機構也派出工程師前往實地視察，希望能夠儘早解決居民的問題。

另外，黃漢偉也透過選區撥款撥出5000令吉，為仙境高原公寓添購6個660公升垃圾桶，並在當天移交給公寓管理層。
